None of the three games has a mod menu of its own. Dishonored 2 and Death of the Outsider mods made with Void Explorer install through Void Installer, which backs up the files it replaces and restores them when you uninstall. Dishonored texture packs install through TFC Installer, and mods built on Dishonored Mod Loader add a MODS entry to the pause menu.
