Dishonored power tier list: rank a campaign's powers from S to D

The power tier list sorts the powers of one campaign into five tiers, S at the top and D at the bottom. The archive places no power in a tier itself. Every tier on the board is a player's mark, and the ranking beside it is worked out from the lists players have published.
Which powers does each campaign offer, and what do they cost?
A list holds the powers of one campaign. Upgrades count with their power, and enhancements are not ranked.
Dishonored sells each power in two levels, and level II is a second purchase on top of level I. The numbers are runes, level I first. A price of 0 means the character starts with the power.
Dishonored: Corvo
Windblast: I 3, II 4
Dark Vision: I 1, II 2
Blink: I 0, II 3
Devouring Swarm: I 3, II 4
Bend Time: I 2, II 8
Possession: I 3, II 5
The Knife of Dunwall: Daud
Void Gaze: I 0, II 2
Bend Time: I 2, II 6
Blink: I 0, II 4
Summon Assassin: I 1, II 5
The Brigmore Witches: Daud
Void Gaze: I 1, II 2
Bend Time: I 2, II 6
Blink: I 0, II 4
Summon Assassin: I 1, II 5
Pull: I 2, II 4
Dishonored 2 prices the power first and its upgrades after. The numbers are runes: the power, then all its upgrades together. A price of 0 means the character starts with the power.
Dishonored 2: Corvo
Bend Time: 5 + 9
Blink: 0 + 8
Dark Vision: 2 + 5
Devouring Swarm: 4 + 7
Possession: 4 + 9
Windblast: 4 + 6
Dishonored 2: Emily
Dark Vision: 2 + 5
Domino: 4 + 6
Doppelgänger: 4 + 9
Far Reach: 0 + 8
Mesmerize: 6 + 8
Shadow Walk: 4 + 7
A tier says nothing about price. To see what your top tier costs, add those powers to the rune planner, which adds every prerequisite and shows the mission after which the runes are in reach. The rune planner guide works through an example.
How is the community ranking worked out?
- Only published lists count. A list kept in your browser, or saved to your account and not published, is left out.
- A published list scores each power it ranks by its tier: S is 5, A is 4, B is 3, C is 2 and D is 1.
- A power's mean is the average of its scores over the published lists of its campaign. The ranking shows the tier closest to the mean, the mean to one decimal and the number of lists.
- Powers are ordered by mean, highest first. On equal means, the power ranked by more lists comes first, then alphabetical order.
- Each campaign is ranked on its own. A list for one campaign never counts toward another.
- The ranking shows on the tool, on the Tools page and on each power's page. For a campaign nobody has published a list for, it shows nothing.
How do you share, publish and copy a list?
- Open the tier list and choose the campaign. Drag a power into a tier, or pick the power and then the tier. Powers without a tier wait under Unranked.
- The list is kept in your browser and written into the page address. Share plan copies a link that opens the same list for anyone. A link that names a power the campaign lacks still opens, without that power.
- Sign in and choose Save to account to keep the list in your account (see the guide to saved plans).
- Publishing needs a tier for every power of the campaign. On your account page, under Public builds, choose Publish build. After you change the list, Update build replaces the page, and Unpublish takes it down and removes the list from the community ranking.
- To copy another player's list, open its public page and choose Open in the tier list tool. The list opens in your browser and replaces the list you had kept for that campaign. Changing it leaves the published page as it was.
